Payment of Dearness Allowance to Central Govt Employees - Revised Rate from 01/07/2014

OFFICE MEMORANDUM

Subject : Payment of Dearness Allowance to Central Government employees­ Revised Rates effective from 01.07.2014.


       The undersigned is directed to refer to this Ministry's Office Memorandum No. 1I112014-E.II(B) dated 27th March, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 100% to 107% with effect from I"July, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.  1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

3% quota must for disabled people in govt jobs: SC
Bombay HC had also directed the Centre to implement 3 per cent quota in direct recruitment.
NEW DELHI: The Supreme Court on Friday held that three per cent reservation for disabled people be given in all categories of government jobs including in appointments and promotions to IAS, while pulling up the Centre for "blocking" the very purpose of this empowering legislation by opposing it.

A bench headed by Chief Justice R M Lodha said that people with disabilities have not got their due in the last 19 years despite the framing of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, which was passed in 1995.

Subject: Stepping up of pay of senior Assistants of CSS drawing less pay on promotion in the Section Officers’ Grade man their juniors – OM No.18/2/2007-CS-I dated 20.05.2014 – Followup action regarding.

The undersigned is directed to refer to this Departments OM No.18/2/2007-CS-I dated 20.05.2014 and subsequent clarifications issued vide OM dated 08.07.2014 on the subject mentioned above.

2. The Ministries/Departments were requested vide OM dated 20.05.14 that stepping up of pay already allowed in cases where the individuals are not covered by the OMs dated 13.04 1988, 23.02 1994 and 08.10.1996 and where conditions laid down in the OM dated 04.11.1993 are also not fulfilled, may be reviewed and pay re-fixed accordingly. They were further requested that the excess payments made to the employees in the cases of wrong stepping up of pay may be recovered in terms of DOP&Ts OM No.18/26/201 1-Estt(Pay-I)
dated 06.02.2014 and a compliance report in this regard furnished to this Department by 31.08.2014. However the compliance reports are still awaited from the Ministries/Departments.

4. The Ministries/Departments are once again requested to furnish the compliance report in this regard immediately.

Sir/Madam,

  I am directed to refer this office letter No. A-34012/03/2014-DE and A-34012/04/2014-DE dated 3rd June, 2014 wherein the   notifications  for  holding  Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector  posts  for the year 2014  on 20th and 21st September, 2014 were issued.

2.         The Outsourced Agency, M/s CMC Ltd. has intimated that conduct of the above mentioned examination on the scheduled dates is not feasible.  Therefore, the Competent Authority has ordered to postpone both the departmental examinations. The revised dates would be intimated shortly.

3.         This issues with the approval of the Competent Authority.

PM launches project to provide bank account to all





















NEW DELHI: Prime Minister Narendra Modi on Thursday launched his pet project Pradhan Mantri Jan-Dhan Yojana, a mega financial inclusion plan under which everyone will be provided with a bank account.


"Jan Dhan Yojna will go a long way in eradicating poverty and is a big step towards women's empowerment", Modi said inaugurating the scheme.



"The poor of the nation will get strength to fight poverty with this scheme", Modi said, adding, "It will go a long way in bridging the divide between the rich and the poor."



"To eradicate poverty, we must end financial untouchability," Prime Minister said.



As an incentive people opening accounts under the scheme till January 26 will get Rs 30,000 life insurance besides accidental insurance of up to Rs 1 lakh.
Highlighting the importance of the project, Modi said, "Even after 68 years of independence, 68 per cent of population is not connected with banking."

Gramin Dak Sevaks, about 2,65,000 in number are a distinct category of employees, who do not form part of the regular civil service. They are governed by a separate set of conduct and engagement rules.  They are engaged for 3 to 5 hours in a day.  Their livelihood is not solely dependent on the allowances paid by the Postal Department.   They are mandatorily required to possess independent sources of income for adequate means of livelihood. They are discharged on attaining the age of 65 years and while in employment are required to have residence mandatorily within the post village/delivery jurisdiction of the post office.
The Hon’ble Supreme Court in the matter of Superintendent of Post Offices vs. PK Rajamma (1977)(3) SCC has also held that the Extra Departmental Agents [now called Gramin Dak Sevaks] are holders of the civil post outside the regular civil service.

Demand for restoration of parity in bonus ceiling with departmental employees

     Bonus ceiling stands revised at par with departmental employees vide DG Posts letter No. 26-04/2013-PAP dated 04.10.2013.

Demand for cent percent compassionate engagement to GDS posts from dependents of Gramin Dak Sevaks dying while in employment

Compassionate engagement is allowed in only hard and deserving cases. The term, ‘hard and deserving cases,’ is defined as cases earning more than 50 points designed from a point based criteria based on indigence. There is no justification to allow compassionate engagement in cent percent cases in cases of death of Gramin Dak Sevaks irrespective of indigence.

Request to ban direct recruitment to Multi-Tasking Staff (MTS)/Postman posts and filling up of 25% posts of MTS/Postman based on seniority by GDS employees.

Statutory Recruitment Rules for MTS provide for direct recruitment/absorption directly to MTS against 25% of the direct recruitment vacancies on the basis of selection cum seniority & another 25% by direct recruitment on the basis of competitive examination restricted to GDS. Statutory Recruitment Rules for Postman provide for direct recruitment from amongst GDS to the extent of 50% of the vacancies on the basis of limited departmental examination.

Request for filling up of all vacant posts in all categories of GDS in Postal and RMS.
    Instructions have been issued to all Circles to fill up all vacant posts of GDS Branch Postmaster and justified posts of all other approved categories.

Request for extending one more option to GDS for enrolment under the service Discharge benefit Scheme (SDBS) and allowing GDS to make contribution to the Scheme
     Existing GDS have already been provided one more and last option for their enrolment under the Scheme before 31.01.2014. GDS beneficiaries have also been allowed to contribute towards the scheme at the rate of Rs. 200 per month per GDS effective from October, 2013.

Request for merger of 50% DA to the remuneration of GDS.
This is based on the similar demand made by Central Government Employees. The Government has not taken any decision on the issue for the Central Government employees either.

Demand for inclusion of Gramin Dak Sevaks within the purview of the 7th Central Pay Commission.

The Government has successively constituted Committees for revision of the wage structure and other service conditions of GDS from time to time after each Central Pay Commission.  The last such Committee was constituted by the Department in the year 2007 named Shri RS Nataraja Murti Committee.  The latest request for their inclusion in the 7th CPC stands referred to the Ministry of Finance, Department of Expenditure.

Retirement age for central govt employees to remain unchanged



There is no proposal to increase the age of retirement of central government employees from existing 60 to 62 years, the government said on Wednesday.

"No," said Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, and in Prime Minister's Office, in a written reply to the Lok Sabha when asked whether there is any proposal under consideration of the government to raise the retirement age.


There are about 50 lakh central government employees working in various departments across the country.

The Centre raised the retirement age of its employees to 60 from 58 years way back in 1998.

Next Additional Dearness Allowance Hike Almost Confirmed at 7%..


The Labour Bureau released the AICPIN points for the month of May yesterday. The AICPIN points, which had remained stagnant at 242 has increased by 2 points to touch 244 now. This has led to an increase of the Dearness Allowance for the month of May from 105.02 to 106.17.

With only one month left for the calculation of the second installment of additional Dearness Allowance of the year, one can be almost sure that it would bring a hike of 7%.

The two previous rounds of Dearness Allowance revision brought hikes of 10% each. One could sense an air of disappointment and lack of enthusiasm among the employees this time.

Another reason for the disappointment is the fact that despite the Dearness Allowance increasing by more than 100%, it has still not been merged with the basic pay. There was a lot of expectation that the new Government at the Centre will implement this much-awaited and much-expected change.

But, nothing has been done about this yet. All the employee federations continue to stress upon this change. The federations are hell bent on getting either the DA merger or an interim relief this time. Will their dream come true?
