STUDY GROUP REPORT ON ENHANCEMENT OF BONUS CEILING FOR GDS


         It is favourably recommended by the Committee that the Ceiling of Bonus should be enhanced from Rs.2500 to Rs.3500- to Gramin Dak Sevaks...


       "..........the Group recommends that bonus ceiling for GDSs should be increased prospectively."......


      "....... the Group recommends that bonus ceiling for GDS should be increased from Rs.2500- to Rs.3500-."


      "..............The Group feels that the additional expenditure on this account will be recouped by the Department on account of the increased productivity with a better motivated work force. Further acceptance of this recommendation for increasing the bonus ceiling to Rs.3500- will not only settle the long pending demand of GDS but would also harmonize the service union's relations with the administration"

SCHEME FOR ENGAGEMENT OF GDS ON COMPASSIONATE GROUNDS- MERIT POINTS AND PROCEDURE FOR SELECTION- REVISED PROVISIONS THEREOF .

            A reference is invited to this Directorate letter of even number dated 14 December, 2010 and 01 August, 2011 vide which the scheme for engagement of GDS on compassionate engagement cases to be considered on or after 0-01-2011.


2. The Scheme has recently been reviewed in this Directorate and partial modification to the existing provisions of the Scheme. The following provisions are hereby to be substituted with the approval of the competent authority:-
(a)  The attribute of assessing indigence appearing at Ser. 7- Educational Qualification of Applicant” on Page 3 of this Directorate letter No. 17-17/2010-GDS dated 14-12-2010 is deleted.


(b)  The attribute of assessing indigence appearing at Ser. 2- outstanding liabilities for Education/ marriage of dependent children” on Page 2 of this Directorate letter No. 17-17/2010-GDS dated 14-12-2010 is substituted as under :-

(d)The words ‘ Proposed’ appearing under criteria 1,3,5, & 6 on page 2 &3 of this Directorate letter No. 17-17-2010 –GDS dated 14 December, 2010 may be taken as deleted.


(e) Apart from the above, cases where the wife     of the deceased GDS has applied for compassionate engagement for her, she shall get 15 additional points as grace points. This is in line with the general principle that     the widow needs to be given preference for compassionate engagement. Such grace points shall not be permissible to the widower applicant.


3. All other provisions contained in the scheme dated 14-12-2010 as further modified under letter of even number dated 01-08-2011 shall continue to apply as already prescribed and all compassionate engagement shall be approved within the ambit of the prescribed Scheme only. It is reiterated that the existing criteria of 50 Points and above for adjusting ‘ hard and deserving cases’ stands.


4. The above changes shall take effect   from the date of application of the original Scheme. All cases which were considered & rejected by the CRC based on the earlier provisions of the new Scheme, may be reconsidered afresh based on application of the revised criteria within the time frame allowed under Para 7 (e) of this Directorate letter No. 17-17/2010 –GDS dated 14-12-2010 as fresh cases subject to availability of vacancies in the division concerned in view of removal of ceiling of 10% already without further reference to this Directorate.


5.Pursuant to the provisions now revise, where the  widow now applies  for the compassionate engagement following rejection of the case of one of her child; her case may also be taken as a fresh case to be considered as per the new scheme as modified. Thus before the already rejected cases are reconsidered, the widow may be given an option to be exercised in writing within one month on date of receipt of the communication to be issued by the Circle treating the application of her child as withdrawn & consideration of her application afresh to follow in due course . Where such an option is exercised, the already rejected application of her child may not be reconsidered and her fresh application may go processed expeditiously.

Death-cum-Retirement Gratuity under New Pension System



     Death-cum-Retirement Gratuity under New Pension System to Central Government employees under New Pension System (NPS). The information was stated by Minister of State for Finance, Shri Namo Narain Meena, in written reply to a question in the Lok Sabha.

Gratuity Pay under New Pension System

         Death-cum-Retirement Gratuity is paid to Central Government employees under New  Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement. The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972.

       The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service.

        The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:

MODERNIZATION & COMPUTERIZATION IN POs - NEWS





                 Under IT Modernization Project-2012, Branch Post Offices located in rural areas would be made high-tech and netbooks and hand-held devices would be provided to these offices. Not only this, branch post offices would get mobile thermal printer, smartcard reader, finger-print scanner, digital camera etc for signature/ document scanning and making transactions. Very soon Post offices would be linked under core banking solution, which would bring revolutionary changes in banking at rural level.

After implementation of CBS, customers of post offices would be able to avail services like net banking, mobile banking and ATMs. Regular monitoring of postal services is being undertaken under the 'Project Arrow', and the overall outlook of post offices was being changed under 'look and feel' scheme. In near future, all post offices would be brought under the Project Arrow scheme and would be made more high-tech through implementation of Core Banking Solutions.

The calculation ceiling and eligibility limit has been revised from Rs. 2500/- to Rs. 3500/- per month and Rs. 3500/- to Rs. 10,000/- p.m. respectively vide the Payment of Bonus (Amendment) Act, 2007 notified on 13/12/2007 and made effective from 1st April, 2006. Keeping in view the large financial implications for both for the Public and Private Sectors further amendment to the Payment of Bonus Act for waiving both the ceilings is not considered feasible at this stage.: Govt reply in Rajya Sabha see details below:-

(b)whether Government is planning to amend the Bonus Act and waive the ceiling in salary and maximum bonus so as to make everybody in a production unit eligible to get the bonus?
ANSWER

(a):       As per the Payment of Bonus Act, 1965, any employee is entitled to get bonus provided he / she is considered as an eligible employee. As per the Act, an “employee” means any person (other than an apprentice) employed on a salary or wage not exceeding ten thousand rupees per mensem in any industry to do any skilled or unskilled manual, supervisory, managerial, administrative, technical or clerical work for hire or reward, whether the terms of employment be express or implied.” Government has no specific information of skilled workers being denied bonus.

(b):       The calculation ceiling and eligibility limit has been revised from Rs. 2500/- to Rs. 3500/- per month and Rs. 3500/- to Rs. 10,000/- p.m. respectively vide the Payment of Bonus (Amendment) Act, 2007 notified on 13/12/2007 and made effective from 1st April, 2006. As per schedule declared by Directorate, PA/ SA examination for the year 2013 have already been  started in phase manner in each circle. The following criteria are likely to be followed for selection of candidate.
