postmen/ mts exam postponed


The Dept. issued instructions to fill up the vacancies of Postman, Mail Guard, Multi Tasking Staff as per the Revised Recruitment Rules, 2012 for the vacancy years 2011 & 2012 further issued instructions to issue notification including  with the vacancies of 2013 also.

Because of this particular situation the GDSs has lost their opportunity to have the chances to  appear the examination for each year i.e., one has to write examination for the vacancies of one/two/three years at a time.

Now the Dept. has reiterated the instructions issued previously on the subject and ordered to conduct the examination for the vacant posts of  each year separately  thus  the eligible GDSs are having the opportunity to write the examination in three times/attempts for the vacancy years of 2011, 2012 & 2013.

I am directed to invite a kind reference to the letter of even number dated 8-10-2012 wherein a detailed schedule was prescribed for holding of LDCE for Postmen/Mail guard and MTS

2. Subsequently, the nodal branch staff section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012 issued detailed instructions to the circles for

filling the vacancies by holding separate examinations for each year vacancies

 and given specific schedule and to
complete the process by 30th June 2013.

3. In view of this revised position, the schedule given by DE section has no more operative and the instructions dated 8-10-2012 is withdrawn with immediate effect. The circles are requested to follow the guidelines issued by SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.


4. This issues with the approval of Competent Authority.

Holiday 2013 - Postal Directorate orders

Subject: Holidays to be observed in Central Government Offices during the year 2013.
It has been decided that the holidays as specified in the Annexure-I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2013. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out ofthe list of Restricted Holidays in Annexure – II.
2. Central Government Administrative Offices located outside Delhi/New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below…

3. MAHATMA GANDHI’S BIRTHDAY
4. BUDHA PURNIMA
5. CHRISTMAS DAY
6. DUSSEHRA (VIJAY DASHMI)

3.1. In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The final list applicable uniformly to all Central Government offices within the concerned State shall be notified after seeking prior approval of this Ministry and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festivals falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt of NCT of Delhi.
5.2 For offices outside Delhi / New Delhi, the Central Government EmployeesWelfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idul Fitr, ldu’l Zuha, Muharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.l.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2013, Diwali (Deepavali) falls on Sunday, November 03, 2013 (Kartika 12). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on “Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.
7. Central Government Organisations which include industrial, commercial andtrading establishments would observe upto 16 holidays in a year including threenational holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2013, subject to para 3.2 above.
8. Union Territory Administrations shall decide the list of holidays in terms of Ministry of Home Affairs letter No.14046/27/83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatma Gandhi’s birthday.
9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M.No. 12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 10 (Ten) holidays of their own only after including in the list, threeNational Holidays and Buddha Purnima, Dussehra, Diwali (Deepavali) and Guru Nanak’s Birthday included in the list of compulsory holidays and falling on days of weekly off.
10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

Amendment in Provident Fund Rules – Notification issued by Ministry of Labour and Employment

NOTIFICATION
New Delhi, the 5th October, 2012
G.S.R. 744(E).— In exercise of the powers conferred by section 5, read with sub-section (1) of section of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952). the Central Government hereby makes the following Scheme further to amend the Employees’ Provident Funds Scheme, 1952, namely:
1. (I) This Scheme may be called the Employees’ Provident Funds (Fourth Amendment) Scheme, 2012.
(2) It shall come into force on the date of its publication in the Official Gazette.


2. In the Employees’ Provident Funds Scheme, 1952 (hereinafter, referred to as the principal Scheme), under paragraph 83 relating to special provisions in respect of International/Workers.
(a) in paragraph 69 of the principal Scheme" as modified by para 6 of aforesaid paragraph 83, for sub-paragraph (4). the following sub-paragraph shall be substituted, namely:“
(4) In respect of a member covered under social security agreement entered into between Government of India and any other country, on ceasing to be an employee in an establishment covered under the Act.”;
(b) in paragraph 72 of the principal Scheme, as modified by para 7 of aforesaid paragraph 83, for sub-paragraph (2), the following sub-paragraph shall be substituted, namely:“
(2) The due amount in respect of the member shall be payable in the payees bank account directly or through the employer”.

NOTIFICATION
New Delhi, the 5th October, 2012
G.S.R. 745(E) :- In exercise of the powers conferred by section 6A. read with sub section (I) of section 7 of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952). the Central Government hereby makes the following Scheme further to amend the Emp1oyees Pension Scheme. 1995, namely:
1. (I) This Scheme may be called the Employees Pension (Amendment) Scheme. 2012.
(2) It shall come into force on the daze of its publication in the Official Gazette.
2. In the Employees’ Pension Scheme, 1995 (hereinafter referred to as the principal Scheme) under paragraph 43A relating to special provisions in respect of International Workers:-
(a) in paragraph 2 of the principal Scheme, as modified by sub-pars (2) of aforesaid paragraph 43A, clause (xv) shall be omitted,
(b) after sub-pars (4) of aforesaid paragraph 43A, the following sub-para shall be inserted, namely:
(4A) For paragraph 9 of the principal Scheme, the following paragraph shall be substituted, namely:.
“9. Determination of eligible service in respect of International Workers. – The eligible service shall be determined as follows:
(1) in the case of the existing member” or the “new entrant”, the “actual service” shall be treated as eligible service.
(ii) in the case of the member covered by a social security agreement, the period of coverage under relevant social security programme in mother country shall be added to actual service and the aggregate thereof shall be treated as eligible service as may be provided in the social security agreement” ‘;
(e) in paragraph 10 of the principal Scheme, as modified by sub-pars (5) of the aforesaid paragraph 43A, sub-paragraph (I) shall be omitted.
